Since October 6, 2025, a new phase of Bill 27 – An Act to modernize the occupational health and safety regime – came into force and profoundly changes how Quebec organizations must approach the prevention and management of mental health at work.
From now on, psychosocial risks (PSRs) are no longer a matter of individual choice or corporate culture: they constitute a legal obligation to frame, document and prevent.
A reform adopted to modernize a law dating back to 1979, places psychological health at the same priority level as workers' physical safety. A major step forward for prevention, detecting distress and creating more humane and healthier workplaces. In 45 years, the world of work has radically evolved, making a thorough update of the legal framework necessary by integrating the protection of workers' psychological health.
What Bill 27 concretely changes?
Bill 27 now requires all organizations to identify, assess and prevent psychosocial risks in their workplace. These risks include a set of factors related to work organization, management practices, employment conditions and social relationships that may cause negative consequences on physical and psychological health.
For organizations with 20+ employees, a formal prevention program must now include these factors into health and safety planning. For smaller structures, an adapted action plan is required.
Prevention Over Reaction

Bill 27 offers a real opportunity to strengthen internal practices. Organizations are invited to adopt a proactive organizational health approach:
The objective is simple: for each organization to take an active part in preventing psychological harm, just as they do for physical accidents.
This shift is supported by the CNESST, which provides several tools to guide employers in achieving compliance: CNESST - An Act to modernize the occupational health and safety system in brief
